How to File an RTI Application Online in India: Step-by-Step Guide

The RTI Online portal allows Indian citizens to submit Right to Information applications and first appeals online to covered Central Government public authorities.

The portal is operated as an initiative of the Department of Personnel & Training (DoPT). Before filing, it is important to check whether the public authority you want is covered by the Central Government RTI Online system.

Important: The official portal says that RTI applications for State Government public authorities, including the Government of NCT of Delhi, should not be filed through this portal. Such applications may be returned without refund.

What information can you request?

An RTI application should seek information held by or under the control of the relevant public authority. Good requests are specific and identify the records, documents, data or information sought.

What to keep ready

  • The name of the Central Government ministry/department or public authority.
  • A clear list of the information or records you want.
  • Your contact details.
  • Supporting material, if genuinely necessary to identify the request.
  • A payment method for the prescribed fee, unless an applicable exemption such as BPL status applies.

Steps to file an RTI online

  1. Open rtionline.gov.in.
  2. Select Submit Request.
  3. Read the portal instructions and accept the required declaration.
  4. Select the relevant Central Government public authority.
  5. Enter the applicant details and write the RTI request clearly.
  6. Keep the request focused. The portal currently states that text entered in the main RTI request field is limited to 3,000 characters; longer material can be supplied as a supporting document where appropriate.
  7. Complete the prescribed fee payment using one of the payment methods supported by the portal.
  8. Submit the application and save the registration number.

How to check RTI status

The portal has a View Status facility. The current status page asks for the registration number and email ID, along with security verification. Keep your registration number safe until the matter is completed.

How to file the first appeal

If you need to file a first appeal, use the portal’s Submit First Appeal option and keep the original RTI request registration number available. The official guidelines state that no fee is payable for the first appeal through the portal.

Tips for writing a better RTI request

  • Ask for identifiable records rather than broad explanations or opinions.
  • Use numbered questions so the CPIO can respond point by point.
  • Specify a time period where records are date-sensitive.
  • Avoid unnecessarily disclosing Aadhaar, PAN or other sensitive personal information. The portal specifically warns applicants not to upload Aadhaar/PAN except where an allowed supporting document such as a BPL certificate is relevant.
